Cyberaction is inevitable in a globalising world where many people feel dominated by the decisions of the most powerful groups in society. For them, creating internetworks of information exchange and solidarity is crucial.
The rising use of the Internet is in part a serious expression of social and political dissent. There is a deep-seated crisis of trust and disengagement from parliamentary and congressional democracy as the Tony Blair-George W Bush era comes to a close. Voters want to contribute to decisions that affect them and their habitat -- on everything from race issues to the rape of resources, climate change to crime, war and social justice to health, education and housing,. They proclaim that citizens have rights to initiate progress towards a better future, through community organisations, the law, courts and public enquiries.
